Why did he say that?

On the steps of the US House of Representatives, Morgan Luttrell said this in 2023:
"We took a vote today. We took a vote because the Biden administration wants to make you buy electric vehicles by 2032. MAKE you buy electric vehicles."
When I first saw his TikTok video, I knew that couldn't be right. The Biden administration had never, ever, EVER said that everyone HAD to buy electric vehicles.
Just to be sure, though, I asked Google. To keep this short, I'll give you the AI summary:
QUESTION: Did Biden require that all new car sales be EVs?
ANSWER: In summary, while the Biden administration actively promoted electric vehicles through various policies and initiatives, including setting ambitious targets and implementing stricter emissions standards, they did not mandate that all new cars must be EVs. Their approach aimed to accelerate the transition to electric vehicles by incentivizing production and adoption while allowing consumers to choose from a range of vehicle options.
At first, I was excited about this: I had caught my opponent in an outright lie. He straight-up LIED to his constituents, and I couldn't wait to tell the world all about it. But then... I considered some alternative explanations. Oh, what he said was absolutely untrue. There's no question about that, BUT...
Maybe Luttrell WASN'T lying because he wasn't trying to deceive his constituents. Maybe he actually BELIEVED he was telling the truth. And if that's the case, then what does that imply? That the congressman heard this rumor about Biden's "EV mandate", and then was too lazy or too dumb to check its veracity? Even if all he had to do was ask Google if the rumor were true? That's possible, and no, that's not a good look.
Alternatively, there's always my original notion: that he KNEW Biden wasn't mandating EV purchases. And if that were the case, then Luttrell just didn't care. He didn't even care that his comment would be easily fact-checked and identified as a big, fat lie. As long as SOME citizens in District 8 would swallow the B.S., he might be perfectly willing to serve up the untruth.
Yet another possibility is that he was ORDERED to spread the misinformation by somebody higher up in the Republican food chain. Maybe he had no choice if wanted to get along in those circles.
